Factory energy projects: agree how savings are measured

Review the baseline, operating conditions, measurement and maintenance responsibilities in an energy-saving project.

The short answer

Before agreeing a savings percentage, establish the baseline, measurement period and adjustments for production changes. Without that method, a lower electricity bill and the contractual payment result may be different things.

Make the baseline traceable

Retain energy use, output, operating hours and conditions for the baseline period. Selecting only a high-consumption month can distort the comparison.

Separate equipment effects from production changes

Lower output, additional shutdowns or a changed product mix can affect consumption without any equipment improvement. Agree how such changes are normalised and who reviews the result.

Agree data access and maintenance

Identify who reads meters, retains data and maintains equipment, including what happens when records are missing or a meter fails. Read warranties with exclusions and actual maintenance duties.

Records for the contract review

Technical records make the agreement facility-specific, rather than relying on a savings promise with no agreed verification method.

  • Proposal and installation scope
  • Baseline data and measurement formula
  • Acceptance and payment conditions
  • Data access and maintenance duties
  • Relevant official correspondence or requirements

Check legal obligations and certification separately

This operational contract checklist does not determine whether a facility is a designated factory or subject to a particular reporting duty. Any assessment or certification requiring specific credentials must be considered separately.

Common questions

Is a guaranteed percentage enough?

It needs a verifiable baseline, formula, period and exceptions.

What if production changes?

Apply the agreed adjustment method to the actual records.

Does this article certify compliance?

No. Facility-specific requirements and records must be reviewed.

Sources and scope

An operational contract-review guide, not a certification standard or facility-specific legal determination.
